For circuit 1, the power is
Pa1 = Ia1 Va1

For circuit 2, the power is
Pa2 = Ia2 Va2

So if both the current and voltage halve,

Pa2 = (Ia1/2) (Va1/2) = (1/4) Ia1 Va1

Pa2 = (1/4) Pa1

Pa2 / Pa1 = 1/4

So the power is quartered since both the current and voltage are halved. It's no wonder that we have so much trouble seeing the bulbs glow.
