The Law of Conservation of Charge originally did say that charges could not be created or destroyed. Since the time of the law's initial formulation, pair production, pair annihilation, and similar processes have been discovered that involve the creation and destruction of pairs of oppositely charged particles. In these processes, no net charge is produced or destroyed, but charges are. The current statement of the law now reflects this new understanding.
